Open Position: NCIL Staff Accountant (Washington, DC)

As a membership organization representing Centers for Independent Living (CILs), Statewide Independent Living Councils (SILCs), people with disabilities, and disability rights organizations, the National Council on Independent Living (NCIL) advances independent living and the rights of people with disabilities through consumer-driven advocacy. NCIL envisions a world in which people with disabilities are valued equally and participate fully.

Function: The Staff Accountant is responsible for administration of financial analysis, income and expenses, purchasing, payroll, billing and budget audit, and contract review. As Staff Accountant, this person will perform varied comprehensive accounting services in connection with the financial operation of NCIL. This person also performs all human resource duties. 

Duties:

  1. Develops and controls accounting, payroll, bookkeeping, cash management, purchasing, cost analysis, and all other financial procedures.
  2. Develops reports related to finance, grants, and other related activities.
  3. Assists the Executive Director in the development and preparation of the annual budget of NCIL. Monitors adherence to budgets for grants and NCIL and recommends action to control expenditures.
  4. Manages, maintains, and investigates personnel benefits as necessary, including new benefits as they may become available.
  5. Maintains accounting functions, including:
  • Computation of payroll time sheets and reporting same to the payroll service. Act as the liaison between the payroll service and NCIL.
  • Processing of checks for payment of accounts payable and other operational expenses.
  • Maintains complete records, including cash receipts, cash disbursements, accounts receivable, general journals, general ledger, and all other books and records needed for accurate financial reporting.
  • Reconciliation of bank statements and checking accounts.
  • Maintain asset records and calculation of depreciation on each asset.
  1. Coordinates internal, annual, and special grant audits of NCIL.
  2. Reports regularly to the Executive Director on the financial condition of NCIL.
  3. Other duties as assigned.

Minimum Qualifications: Three years professional experience in non-profit accounting. Must have experience in computer accounting programs and spreadsheets programs. Knowledge of QuickBooks and Excel preferred, as well as experience in working with multiple funding sources and funding years. Knowledge of computer networks and internet security is a plus.
