Proposed Rulemaking Heads Up: An Update from the NCIL Rehabilitation Act & IL Funding Subcommittee!

Members of the NCIL Rehabilitation Act and Independent Living Funding Subcommittee have been delving into the newly released Notice of Proposed Rule Making (NPRM) from the Administration for Community Living (ACL) on the sections related to Independent Living contained with the Workforce Innovation and Opportunity Act (WIOA).

Our committee encourages NCIL members to review proposed regulations in PDF or plain text.

It may be helpful to review NCIL’s recommendations, which were sent to ACL several months ago.

As our committee completes its review and analysis, we will be posting suggested comments / responses to the NPRM.

Comments on the NPRM are due by January 15, 2016, so this is a very short turnaround time.

On December 2nd ACL will present a webinar to discuss the components of the NPRM.

Among the topics to be discussed:

  • Review the rulemaking process.
  • Highlight some of the key parts of the proposed regulation, including how ILA will implement changes required by the Workforce Innovation and Opportunity Act (WIOA).
  • Share information on how you may provide comments to the proposed rule.
