RSA Guidance: CIL Findings by the Office of Inspector General

NCIL is sharing the following communication at the request of and as a courtesy to RSA. Read NCIL’s response to the report in question.

In September 2012, the U.S. Department of Education’s Office of Inspector General (OIG) issued the “Compliance, Performance, Recovery Act Reporting, and Monitoring” report on the Centers for Independent Living program authorized by Title VII, Chapter 1, Part C (IL Part C) of the Rehabilitation Act of 1973, as amended. The report is based on OIG’s on-site reviews of twelve Part C-funded CILs.

The report consists of four compliance findings and eleven recommendations regarding the Rehabilitation Services Administration’s on-site monitoring; CILs’ documentation of consumer service records (CSR), 704 Reports and IL Part C expenditures; and CILs’ compliance with ARRA reporting requirements. In light of these findings, CILs are expected to review their existing policies, procedures and practices and to implement corrective actions, as necessary.
