The Statewide Independent Living Council (SILC) and the Designated State Entity (DSE) must work together. Don’t take our word for it – it’s the law! Whether you believe there is room for improvement or you feel as though you are at a total impasse, this webinar is designed to clarify what the law says about the roles and responsibilities of the SILCs and DSEs, along with practical examples of how you can each improve your relationship.

Our presenters will share real-world examples of how they built a strong, collaborative relationship after a history of unproductive efforts.

Meet Your Presenters

Michelle James is the Chief Financial Officer of the West Virginia Division of Rehabilitation Services (WVDRS). She has a Bachelor’s Degree in Accounting from West Virginia Institute of Technology and has been a CPA for 18 years. Michelle has worked for the State of West Virginia since 1997 and has been with WVDRS since 2005. During her tenure at WVDRS, Michelle has participated on national committees to enhance the national vocational rehabilitation financial arena and state committees to advance the state’s financial footprint.

Ann McDaniel is the Executive Director of the West Virginia Statewide Independent Living Council (SILC). She has Master’s and Bachelor’s Degrees from Marshall University and has worked in the independent living and advocacy field since 1985, beginning with eleven years at the Mountain State Centers for Independent Living in Huntington, WV followed by her current position. Under her direction, the SILC has developed 7 State Plans for Independent Living (SPILs) and sponsored, organized, and conducted multiple WV Disability Caucuses and Youth Disability Caucuses. Ann has served as a mentor to many other SILCs, provides training & technical assistance, and teaches on-line courses and webinars through the national IL Net training project.

Marijane Waldron serves as Director of the West Virginia Division of Rehabilitation Services. She has more than 30 years of experience with the state-federal vocational rehabilitation program. She has been committed to providing people with disabilities the work-related services they need to obtain employment throughout her longstanding career with the Division.

The IL-NET is a national training and technical assistance project for centers for independent living and statewide independent living councils. The IL-NET is operated by Independent Living Research Utilization (ILRU) in partnership with the National Council on Independent Living (NCIL), the Association of Programs for Rural Independent Living (APRIL), and Utah State University Center for Persons with Disabilities.
